I would like to vouch for (and thank) previous commenters who suggested that the crack file had to be copied into Program Files/Maxis/Sim City 4 Deluxe/Apps instead of the Main Directory as listed in the instructions, which is usually the case. I received the same 'insert and restart' message others had.
